What HB5340 Does

Connecticut HB5340 (Public Act 2026) removes the electrical permit barrier for plug-in solar devices rated up to 1,200 watts (1.2 kW). As of October 1, 2026, homeowners can purchase, install, and operate these systems without going through the traditional electrical permit process.

The bill was signed into law May 1, 2026, giving Connecticut homeowners a 5-month runway to prepare. The provision takes effect October 1, 2026.

The RRES Program: How Plug-In Solar Pays You

Connecticut's Residential Renewable Energy Solutions (RRES) Buy-All Tariff pays homeowners for every kWh their solar system produces — regardless of size:

  • Current rate: $0.3289 per kWh
  • Contract term: 20 years (rate locked)
  • Qualifying systems: Any qualifying solar electric system, including plug-in solar ≤1,200W
  • How it works: You generate, you export to the grid, Eversource or UI pays you at the RRES rate

Connecticut Context: Why Now
